I don't think that Cy, Rebecca, Marley, Jonah, or Scarlet did it.
I think Justin did it. How he did it was he sayed late after school and posted them all over the school. He did it because he was mad at Scarlet and was trying to frame her, but it backfired.

Maybe if he didn't realize that Scarlet would be indicted as the mastermind/criminal. He might have just been thinking of the act itself, and didn't think as far as the principal isolating people who skipped first period - of which, he had no clue Scarlet would be one of them.

I have my suspicions about Justin as well. But why would he set Scarlet up? He didn't know until he got their she was a lying B&@! lol
