It's clear that whoever pulled the prank has an in-depth knowledge of the social crowd, and wanted to get them all. Although the others might toy with the idea, it's Scarlet who would have the clearest motive.
Scarlet has already proven herself to be a liar and manipulative, telling sob stories to get closer to her next target. She's the type who would care about the social scene, and care deeply. Popularity is a big thing for her, and what better way to make her more popular than making everyone else look worse?
Also, Scarlet is probably the catty type, and would like to get back at a lot of her gossipy friends. However, if it was pinned on her, she'd get the blame and be shunned, so she would have to keep it a secret.
Scarlet isn't dumb, but she would probably have needed help from a random geek, AV or otherwise. It would be a simple matter for her; all she'd have to do would be to bat her eyelashes and turn on the charm. Mentioning a person on the list that the geek didn't like, and the deal would be sealed.
To conclude, Scarlet is the one with the biggest motive to pull off the prank, as well as the most manipulative one, which would be a factor in pulling it off.
