Chest-lick-ular disorder can be an embarrassing condition, but it is growing increasingly common. The person afflicted with the disorder, upon seeing any male in uniform of any kind, has an uncontrollable urge to rip open his shirt and lick his chest.
Onset of the disease is usually seen within 3-5 days of attending a bachelorette party or male “revue” type show. Treatment includes watching public television news shows, preferably anchored by hosts over the age of 65, and bathing in grenadine.

Are women more likely to get the disease or does it affect both sexes equally? And what if you see a female in uniform? Is there an urge to rip her shirt open too?

I think it's based on sexual preference rather than gender... so men or women could have this disorder, but it appears to only get triggered by men in uniform (hence the "chest" bit).
